How to use this checklist

This checklist puts the six foundations from The New RTO CEO Playbook into action. Each foundation is split into four time frames, counted from your first enrolment: before first enrolment, the first 30 days, days 31 to 60 and days 61 to 90. If you are already enrolling, start with the "before first enrolment" items now. They are the controls a student, an employer or an auditor would expect to see from day one.

Tick an item when the work is done and the record exists. Each foundation ends with the evidence to keep, so a ticked box always has something behind it. Give each foundation an owner, review progress at your weekly leadership check-in and carry anything incomplete into the next time frame with a new date.

1. Governance and accountable leadership

Before first enrolment

• Write the accountability map: an owner and a back-up for compliance, training and assessment quality, student support, workforce, data and reporting, finance and marketing
• Record delegations for approving marketing, accepting enrolments, changing training and assessment strategies, signing third-party agreements and issuing certificates
• Confirm fit and proper person declarations are current for every governing person, and check new appointments before they start
• List the events that require notification to ASQA, with an owner for each (significant events within 10 business days; ownership and governing person changes before they take effect where they can be known)
• Open a decision register and record the decisions already made about scope, delivery and staffing
